One of the key differences between comic culture in the United States and other countries is the immaturity attached to comic books in the United States.  While we think of comics as for kids, other countries do not. Japan is perhaps the most developed and diverse landscape linked to comics. There is a comic for every genre and the entire population reads comics. Like the U.S., Japan's comic represented ideas, values, and concerns linked to the national mind. UK trailer for Gotham is a little different

The UK trailer for Gotham gives us a few new perspectives on character.  The ideology turn in this show is to focus on Gotham as a character. My forthcoming course, "Creating the Comic Book City" uses this same structural analysis to great effect. To understand comics, you must understand the urban fears and aspiration that inform the character's archetype.  For Batman, Gotham represents the civilizing ethos associated with the frontier applied to the urban experience.  This might make the difference for the Anglo-American audience.
